US Citizen State of Maryland - Can I take NCLEX in Philippines?

My husband is a US Citizen, and plan to practice in Maryland. He got his degree from OLFU in the Philippines. Can my husband review and take the NCLEX in the Philippines? Thank you! 

Once he meets all of the Maryland Board of Nursing's eligibility requirements and  receives his authorization to test,  he can test at any Pearson VUE center in which the NCLEX is offered.

Yes, he can as long as an NCLEX testing facility is there. The physical test can be taken anywhere, the license is then granted upon passing by the state that he applied for after that state reviews the results and approves the application.
