Is it true that if you fail the exam once they make it harder for you to pass the 2nd or 3rd time?

It is not a point of being harshe, this is a very well known fact.

And it actually happens in every country, schools are judged on their number of graduates that pass the licensing exam for their country. This is one item that is used to accredit schools of nursing.
