Hello everyone, This July I will be starting a travel assignment in Houston. I have signed up with two companies. One of the companies quoted me a pay rate between 28-32 an hour. I have been a nurse for five years and my specialty is trauma er and ICU. Do you guys think that this is a fair rate for this city?

That number is completely without context. Housing, per diem, travel pay? Whatever the total ends up to be (use PanTravelers calculator for numbers you can use to compare offers), it is also meaningless without other offers to you with your experience and in your specialty at a hospital with some given level of needs (the higher the need, the more they may pay).
This is not like getting sample prices for dishwashing fluid at different stores!

You need to make a spreadsheet and compare as many companies as possible. I do this for all companies, even if I know that I will not want to work with them. I include location, salary (taxed), untaxed income, housing stipend, bonus, duration (I prefer shorter contracts) and any other factor that might dictate my final choice. You should always talk to other travel nurses too, just to see what is out there

Like NedRN said, get on the phone and start calling. There's no one travel company that offers the best compensation.
