Not sure why you require only someone in Minnesota. Are you physically in the US? Consider taking some ESL classes to remediate. These are often free and offered at adult HS, churches/religious centers, county colleges, libraries, community centers. Do you know your areas of weakness? Comprehension of written, reading, speaking and/or listening?
You are not in process for nclex exam you are in the process of applying for a nursing license by examination as an IEN. NCLEX is one step in the process just like TOEFL.

You might want to consider buying the TOEFL iBT book from ETS (they are the ones who do the exam) so it's an accurate guide for studying, if you still don't have it. My husband passed the requirements for TOEFL in WA BON, which they require 26 in Speaking, by using that book and familiarized himself with the exam. He also watched Notefull videos on Youtube which I think helped him a lot to prepare as well. He prepared for 3 months. We also graduated from the Philippines and definitely English is not our native language. But I personally think that practice is one way to improve and if you know exactly how to organize your thoughts when it comes to Speaking section, you can make it. :)
Thank you..how about you?when do u plan to take the toefl..I'm planning to shift into Ielts and attend a preparation course or find a suitable tutor
