We do not refer to Carter here as President Carter, he is no longer in office.

And brain drains is something that your country is having a problem with and it is getting worse. There are islands without any medical care, dental care, or even nurses. Thousands are leaving and leaving citizens there without any care. That is what he is complaining about.
