To endorse your nclex to vermont or arkansas?

Hi, I passed the NCLEX last December 2008 and since I applied in Cali, i'm too worried now of doing something to save my NCLEX. I'm not sure if the rumor that says Cali BON will not do an extension at all if you were not able to provide them an SSN within the 3 year period after you've passed is true? And if the only way to save your NCLEX is by endorsing your nclex to states that do not require SSN?

I know that Vermont caters applicants who doesn't have SSN, I would like to ask the years of validity of their nursing license? and if Arkansas is also a preferable state to endorse my NCLEX since i don't have an SSN? and if someone would happen to know which is much easier to process the endorsement between VT and AR?

I would just like to find real answers for questions hanging in my head. I know i still have 1 and a half year to panic but it will be good to do some action now than be sorry.
