The military gets involved:
"Representatives from 10 U.S. government agencies are holding a two-day table-top exercise in cooperation with the government of Panama to assist in responding to any future influenza pandemic Sept. 16." "The representatives discussed how the United States and the Panamanian government can manage an influenza outbreak by utilizing their agencies' assets to combat a pandemic."

"When this is declared Pandemic level 6 we are no longer under US
law. This is the important thing- at that point we are under United
Nations and World Health Organization law."

Probably a lot of propaganda. Aside from a treaty, there is no such thing as "international law" or "UN" law or "WTO" law. The only true "international" law would be a treaty. So until a treaty that mandates some kind of action is approved by the senate and singed by OBAMA, I wouldn't get too fired up over this article.

"in terms of preparedness, the world is also fortunate to have the revised international health regulations. this treaty, which is designed to protect public health, also has provisions aimed at preventing undue interference with international trade and travel."

I know that the UN and the WTO make their own "law" but it has no legal force here in the US. It would be like me making a "law" that everyone in the neighborhood needs to have a white picket fence. I post the "law" on my door and maybe some people would decide to follow it. But if they didn't then the best I could do is whine and say "Come on guys, please, it's good idea." The best the UN can hope for is sanctions against us, which they won't do even if they could (we have veto power in the UN).

Well, since I never voted for any of those characters in the UN, what they do or don't "Mandate" is irrelevant to me.
Besides, who are they kidding? These folks in the blue hardhats can't even enforce legitimate directives...watching them try to enforce forced vaccinations on an entire population would be a joke!
