States' requirements for keeping license if you stop working? (esp Illinois)

I don't know about Illinois, but here in WI, the only requirement is that we send in our license fees. We don't have to earn CEUs. In fact, I have to do more to keep my EMT license active (36 hours of refresher course every two years) than I do for my nursing license. Of course, employers have higher expectations and ask for all kinds of in-service hours, but technically, a nurse who is not working doesn't have to do a thing except write a check every other year.
