Can you give a reference for this? As you still need to prove legal authorisation to work in the US to get a SSN which as I mentioned is a work visa if you do not have a immigrant visa

Absolutely not true. First of all, you need to wait 10-14 days after arriving so your immigration info is in the system. Then if you fill out the form 5 and go to SSA office you can submit. You cannot get the number then because it's not been allocated. Sometimes they will let you come back the next day to get a printout of the number, but you still can't get your card until it arrives in the mail, 7-10 days later.
In order to do any of the above, you must have a work-authorized visa, eg. H1B, E3, L1 etc. You cannot get a SSN with, for example, a tourist visa.
All of which is reasonably irrelevant to the foreign nurse who is not even in the states. You may not submit an ITIN to the CA BRN, in fact you aren't even eligible for an ITIN. You need to apply for licensure to a state that doesn't require a SSN, and have CA send your NCLEX results across. Then you can have a license issued by that other state.

I have a case, in 2010 I challenge the test for NCLEX RN when I was in holiday and I passed. At that time my visa was just a visitor so I came back to my country’s in Indonesia. When I was received the letter from BON, it stated that SSN should be submitted but since I don’t have it, I neglected my document. Luckily I had chosen randomly winning the DV Lottery for 2022 so my questions are:
1. If I want to work in CA, what kind of application should I apply to activate my license, do I need to re take the exam, retake toelf test and resend my course syllabuses in order to get CA License?
2. When should I apply for the license? now from Indonesia or after I arrived in California.

hi, my name is Lister, I just passed my RN exam last month but I don't have any SSN to obtain a permanent licensed. when I apply for SSN in person, they gave me the notification that I'm not eligible to get SSN and asked me to get a Tax Id Number. My question is, is it possible to send the BON the tax id number insted of SSN in order to apply permanent lisenced? thanks for helping.
