I'm not sure who to ask at this point but my first license renewal in Texas went delinquent because I filed it too late. On the BON website it says "pending proof of continued education" so I called the BON and the lady said since it's my first time renewing I don't have to do that. I don't want to not do them if it's required. I'm not sure who knows the correct answer? The website says one thing and the people say another.

How long have you had your license? Use your graduation date/transcripts if you weren't required to do the continuing education. Otherwise, you're expected to have the 20 CEUs before you renew.
I've had my license since 5/2022 but my first renewal was due 5/31/24 and it wouldn't let me use my MacBook to complete the transaction so it became expired as of Saturday. It's showing they are waiting for CE hours to be proven but it doesn't show how to respond to that or how to even show proof. I waited 45 mins to speak with someone from the BON and they said don't worry about doing it. It looks like I need to do them though....im not sure how I would upload transcripts?
I wish I could be more help. I always assumed they'd provide a place to upload required documents.

Delinquent Renewal If you do not renew your license before it expires, it will go into delinquent status. A nurse whose license has expired will be required to show proof of continuing competency.
If your license has been delinquent for less than four years, you may renew by submitting proof of having completed 20 contact hours of acceptable CNE or a current approved national nursing certification in your prior area of practice within the two years immediately preceding application for relicensure and by meeting all other Board requirements. You will be exempt from the continuing competency requirements for the immediate licensing period following renewal of the delinquent license with the exception of the Forensic Evidence Collection [Board Rule 216.3(d)] targeted continuing education requirement, if it applies based on the nurse's practice.
