Proof is in the pudding.

While the apparrent change in rhetoric coming from JCAHO is welcomed I'll reserve judgement until adequate and safe staffing in hospitals are the norm rather then the exception.

Me too, based on its sorry history. (And frankly, from the article above it STILL sounds as though they are at least 10 years behind the curve.)
