I endorsed my California license into Texas nearly 2 years ago.

I mailed the Texas BNE a completed fingerprint card, notarized application for endorsement, passport-sized picture, and other required paperwork. They mailed a temporary license to my home, and it was valid for 4 months. About 5 to 6 weeks after I mailed the original endorsement application, I received a permanent Texas license.

If foreign nurse then you need to meet their requirements for foreign trained nurse. If that means CES then you need to get it done. Also depends on if you have a license to endorse as not all states will issue you with a hard license without a SSN.
