You follow the instructions for licensing by examination as an internationally educated nurse.

http://www.rn.ca.gov/applicants/lic-exam.shtml

You cannot apply for the NCLEX. You apply to a state board of nursing for licensing by examination. If your credentials and education meet BoN requirements you are given an authorization to test and can register for the NCLEX exam.

Unless ALL your theory and clinical (including cases) were concurrent you will not be accepted by CABRN. That means all clinical experiences, RLE & cases completed in the same semester as the theory. Anything completed in a subsequent semester or post graduation is not concurrent and will not be accepted by CABRN. Assessment takes 4-6 months at this point once all documents are received. If anything is considered not concurrent you will be asked to repeat clinical. & theory at a CABRN approved school. Many IENs have been asked to repeat med-surg, OB, psych/ mental health and/or pediatrics. You have 3 years from date of application to complete the repeated classes or your file is closed.

You follow the instructions on the website linked above.

IN ADDITION FOR INTERNATIONAL APPLICANTS:

A. Send Breakdown of Educational Program for International Nursing Programs form to your school with the Request for Transcript form. Also provide the Certified English Translation form to your certified translator if your transcript is not in English. (See Supplemental Application Instructions for International Graduates with the application.)

B. Submit a copy of your license or diploma that allows you to practice professional nursing in the country where you were educated. Also, provide copies of your certificates for midwifery and psychiatric nursing, if applicable.

The instructions are very clear in the paper application, just read through them and file the application and submit required documents sealed from your school. I do not think any nurse who graduated from the Philippines has been granted authorization to test since 2010 without additional coursework required.

I cannot complete the form for you. I cannot secure the documentation for you from the Philippines. I cannot say whether your education meets the standards of CABRN.

Just be achy nurse, do you know if california considers Puerto Rico as international?

I think so. I think there are only 2 states that don't.
