Can anyone please explain what's meant by the term "Registered Nurse Petitioner"? Is it after you've taken your NCLEX-RN or if you're in the process of doing it?

Do you mean Registered Nurse Practitioner? If so, yes that's after your NCLEX - most nurse practioners have a few years experience under their belt too
