If a patient has an infusaport can I start her IV in either arm? I didn't think it mattered, but was recently to to avoid the arm on the same side of the chest as the port.

Why would you start a pephiral iv, on a patient with a port....?
This patient has TPN through her port. We are running antibiotics through a peripheral IV. She has had an IV on the same side as the port, but someone said today that we should not use that arm. I cannot find any research on this, only on PICC lines

You can in fact use either arm if the patient has a port, it does not matter.
If they have a midline or PICC line, then no you cannot use the same arm.
You should make sure that your facility does not have a policy that states otherwise, before doing it.
