Quebec's graduate registering to other Canadian provinces

Hi,

I will be graduating from McGill University's Bachelor of Nursing (Integrated) program this summer and I am planning to register to CARNA or CNO.

I passed my Quebec nursing professional exam (OIIQ) after I graduated from my nursing school in cegep. Currently I am still holding my OIIQ's graduate pending license since I still have to pass French language test in order to get my OIIQ's RN license.

I would like to ask your opinion about English language proficiency.

My 1st language is not English but all of my nursing education are in Canada.

Am I still required to show (pass the test of) English language proficiency in order to be registered as RN in other Canadian provinces (other than Quebec)
