   Usually I think they only get to first tier. Those numbers sound like first tier candidates to me. RNs that are full time and Master's level NP's are first tier.

    Isn't the NHSC a full month deadline before NC? What degree level NP are you? MSN is first tier. DNP is not. I have seen people say they got an award letter with not credit check. Don't loose hope!
