    Not dumb at all ! Yes you do need to apply to RCC before applying to the program. It's crazy easy tho so do it now

    Yes your right its not mandatory but it actually does not have to be about financial difficulty. You write a personal statement if you have a difficult personal and family situation or circumstance....
