Opiods are very tricky because the appropriate dose range is extremely variable. A "middle of the road" dose could be a significant underdose for one patient and be a significant overdose for another....
I don't think anyone (here on the internet- knowing very few facts) is in a good position to judge your or the tech's actions or lack thereof. I can only offer some observations from my own experience...
