    Often it is the background check. Hospitals tend to send that work out, to cover themselves if someone lies on the application.

    I dont work in an ER. But we have 10 hour shifts. The 10 hour shifts start earlier and provide break relief, they don't usually have an assignment.

    If you have a union, you have a contract. Most contracts spell out precisly the mix of part time/full time/per diem positions.

    Low census doesn't matter much where I work. We have 'no cancellation' in our union contract. They pay me if there isn't a single patient. I have been the 2nd or third 'break relief' nurse on occasion, but not lately.
