   I don't think so... to apply for a VisaScreen Certificate you will be required to pass an application form from CGFNS which will be filled-up by the PRC... its a verification that you are a licensed...

   You can't take the CGFNS without passing the local board because application of this exam needs verification from your local licensure office... in short PRC... stating that you are indeed a RN here...
