I just reached out and they said "The scholarship committee is still reviewing candidates whom qualify for the Rudin Opportunities Program. The review should be completed by deposit day March 15th. Selected students will be notified through email."

I believe like 700-800 apply and they accept 200... I'm not sure how many get accepted per speciality though. (someone said those stats in an old forum so it could be different

Columbia is actually affiliated with some child care centers... if you go on the link listed and search under students as parents you will see all the available resources they offer
