PRC Board Certificate

Good day!

I have a serious concern and hoping for help/reply. I did not get my PRC board certificate (the one that looks like a diploma) when I passed the NLE (2011), and now, I applied abroad and they need it badly. I went to PRC but unfortunately they said that my board certificate was included when their office burned down. They have to request another copy and it would take months to claim it. I really need it as soon as possible or else my application would expire. I need some advise/help. Thank you.
