Post partum / mother baby ratios

Hi I am wondering if anyone has any information or sources they can share in the Interpretation of 22 CCR 70217 as it applies to mom baby nursing. Specifically- can they staff us with 2 couplets and 3 moms? Management says it’s OK because we only have 7 patients total and section 70217 doesn’t spell out the answer. Wondering if anyone has any case law or administrative decisions address this issue. Thanks.
