When is your PD? Your DS230 may have been completed but NVC will not request it until your PD is being processed and visa bill is paid. With retrogression and processing date for India of 2001 there is plenty of time for your spouse to be added

If the DS-230 has been paid for, then it means that you are further along in the process of your petitions. Do you have approval on the DS-230 already?
You need to contact your attorney as soon as possible to find out what stage your petition is actually in at this time. iI you already have approval of the DS-230, then your husband cannot be added to it at this point in time, he will need to be petitioned separately as your spouse and that can be about a two year wait to do.
Best advice again is to contact your attorney ASAP as that is the one that can give you the best advice as to what you need to do as soon as possible.
The only time that someone can be added to an existing DS-230 is if it is a baby, spouses cannot be added. They have histories and they need to be evaluated just like you were before they will consider issuing a visa to them. Or it starts it all over again from the beginning, with additional time to get it approved again.
Best of luck to you.
