I believe so

From experience of attending one of these events, they technically do welcome new grads, however there may not be a spot available for new grads or they may have one spot / limited spots available. It will also most likely be Med Surg, possibly a Tele opening 
I'd recommend to get there early !

I actually attended the Job fair last month and got hired on the med surg/trauma floor. I started 1 week ago! They welcome new grads. If the job fair starts at 10am I suggest getting there very early, even if they tell you to come back closer to when it starts just stand outside the door because a line will begin to form. When I went there was alot of people interviewing at least 20 and it goes by first come first serve. The first person that was interviewed for med surg got hired on the spot when I went, I interviewed but was told there was only one spot left so I left without getting hired, but fortunately I got a call later that same day offering me the spot. The best advice I can give is sell yourself and be yourself!! With so many people interviewing it's more about being memorable than what's on your resume.

Did you check out other units besides med surg? Or let you interview with specialties or they will turn u if u are a new grad?

When I went the only units open were Med surg, Tele, and NICU. They give you a paper that says what's your one top choice and you have to write it down and thats where they will place you, if you want to interview to other floors open you can but will be placed last and have to wait until everyone that picked that unit as their first choice interviews

Do they advise you up front which department(s) have open availability? 

From my experience, it seems like only med Surg accepts new grads, I'm sure Tele accepts New Grads too, but the day I went I believe they didn't have a spot available. I was told NICU only accepts applicants with experience since it is a specialty. It may be different every fair depending on what is open though ! 
as the other person on here mentioned, they give you a slip to write down your choices to interview for and the people working the fair there will let you know if a unit you wrote down isn't an option / let you know what you're choices are if you're a new grad.
