hi there, first and foremost thank you for your time reading this question.
i have a sister who is a permanent resident of the us and still is a lawful permanent resident up to this point.
she had to come back to the philippines to study bs nursing; she is graduating this march 2010 and would like to practice nursing here in us. the question is (which i have been trying to get response from the ca board, but unfortunately havent gotten any clarification yet):
she plans to not take the rn licensure exams in the philippines because she wont be practicing nursing there anyways. rather, she would like to take the ca rn licensure exams to practice here. but what is unclear to me is...is this possible?? will ca brn allow her to take licensure exams?? or does she need to obtain rn license in the philippines??
so far the ca brn website shows:
"a. send breakdown of educational program for international nursing programs form to your school with the request for transcript form. also provide the certified english translation form to your certified translator if your transcript is not in english.
b. submit a copy of your license or diploma that allows you to practice professional nursing in the country where you were educated. if you do not hold a license, a written explanation is required. "
c. the board does not require applicants to pass the commission on graduates of foreignnursing schools (cgfns) examination in order to be licensed in california.
she will have a diploma from graduating with the bsn, but she wont be having the rn licensure from the philippines.
and what kind of written explanation is needed if she doesnt have a license? what specifically? has anyone ever experienced writing this "written explanation" ? any advice on writing this one?

This is something that is hard to answer. We have had people post they had issues with CA and no license and then others say they submitted a letter of explanation and had no problems. There doesn't seem to be any consistency with CA so may be worth trying to get something in writing
If she can sit NLE she may find it beneficial sitting it especially if she can not get a clear answer from the BRN

If she has the opportunity to sit for the NLE I would strongly encourage it. I've had friends who tried to go the cheaper route and go back to the Philippines and get their education but were required by CA to go back and sit for the NLE and that was a major hold up. Plus I've had others who had their education questioned and are under investigation because of it. So make sure that your sister has everything lined up before she returns to CA, and to make sure that her hands are squeaky clean before she submits an application for the opportunity to sit for NCLEX.
