paycut for mandatories being late??

I am a Flex RN and was a week late taking my annual OSHA training. I am now being told I have to work on one of our medical floors as a PRN employee and my pay cut is quite a shock. I have to do this for 3 months and the paycut is about $3200 for that time. I can then be back on the Flex pool and get my hourly rate again. Do you know of any other facilities that do this if you are late on OSHA? Our contract is very vague and I don't know who to get answers from. My manager is brushing me off and so is my Human Resources Dept.

(full time clinical nurses lose 1% of their pay if they are late, but that doesn't compare to my money loss. It would take them about 4 years to feel the affects that I am getting in 3 months)

This does seem out of proportion to the "offense". I could see a much smaller penalty, but not this. I'd be seriously considering whether I wanted to continue working for such a corporation and polishing up my resume.

If we are a day late on our yearly competencies-most online classes we get docked up to 20% of our pay.....
