Hello,
A few months ago NYS passed a new law about patients to nurse ration for hospitals AND NURSING HOMES. It was supposed to take into effect in April 2022.

Point 4 (B) specifies the nursing home situation. According to this new law and according to my calculations, nursing home nurses should not have more than 21 patients per nurse, provided that there are 3 shifts for a 24 hour period and each nurse works 7 hours, (because the 8th hour goes to a meal break). However, I know nursing homes still load the nurse with 40-50 patients to take care of, just like they have always did. Does anyone here work in a nursing home and has an explanation why those facilities are not compliant and how would they pass inspection under the new guidelines?
If anyone is interested how I got to these numbers, I can provide my calculation.

The bill you linked is from 2019 and did not make it out of committee. The bill that was passed I can't see specified ratios in, only that hospitals must have staffing committees. It states right at the top

You are correct. The bill is useless. Pages of blabber with no clear end result. Shame...
