Nurse apprentice?!

It seems as though the hospital is trying to phase out LPN's and replacing them with nurse apprentices. Of course there are the RN's overseeing them. I couldnt believe that a NA makes 15 dollars an hour and I(new lpn grad) make less than 14 an hour. Is this the norm across the country??

Makes no sense to me to phase out a licensed person to render this position to a person who is not. But, who am I?
