I am wondering how having a past history of BON probation for monitoring only that was successfully completed will have a bearing on becoming a NP. For example, a history of probation prior to nursing school can lead to probation with BON when initial RN licensure is applied for at times. So if a nurse has a history of probation with BON while an RN, will BON likely voice concerns when the nurse applies for AP license (such as another probationary period in light of new independent role as NP)? Or will they consider the issue closed since the nurse completed their probation already with no further cause for concern?

This is just something we can't answer. You are going to need to discuss it with the BON.
