May I just ask what are the none CGFNS states in the U.S.? To make it clear to you, what states do not require their applicants to pass the CGFNS test just the Certification?

The best way is to go directly to the website of the state BON you want to consider for up-to-date info. There are 50 states and I'm sure there are only a handful of States you are considering.
Foreign RNs really only need 3 essential websites to know for accurate info
1) http://www.allnurses.com
2) http://www.ncsbn.org
3) http://www.cgfns.org
I highly recommend reading Suzanne's Primer (https://allnurses.com/forums/f75/primer-all-wish-work-us-160143.html) and there is a list of relevant websites there that foreign RNs should know and what it contains. Likewise, find time to read the threads here because your question is not unique and has already been asked and answered countless times. Thanks.
The CGFNS Exam is part of the CGFNS Certification.
CGFNS Certification:
a) Transcript and license Evaluation plus HS diploma if graduated from HS for less than 10 years otherwise it is waived.
b) Must have passed the CGFNS Exam
c) Must have passed the English Exam (TOEFL or IELTS)
