Hello, I just graduated from college and have a degree on bachelor of science in nursing in
the Philippines and just recently passed the Local Nursing Licensure Exam and currently working on my papers for the New Jersey state of nursing. I'm just wondering do I still need to take the TOEFL or IELTS exam, I'm a U.S. citizen by the way. The website states the english exam is a requirement but do I make myself an excemption for that exam being a us citizen? Thanks!

No exemption if IEN, you trained overseas where English is not the primary language therefore you must prove English proficiency.
But you can take TOEFL or IELTS and I think the BoN just approved another English test.
You will need your credentials assessed by CGFNS.
