When I graduated with my ADN in NY, I was issued a permit to practice nursing before taking the NCLEX. I began working with another RN on orientation. Since I wasn't licensed, I worked on a permit issued by the BON and my preceptor's license would cover me so she would be in a bad position if I had made an error. I took the NCLEX a month later and was issued my license.
If you fail the NCLEX, your permit is revoked and you can no longer practice as an RN until you pass. One of the other new grads failed and went back to her old PCT position.
That was 8 years ago though so things may have changed.

There is a section that must be completed by CGFNS before an interim permit can be issued for a foreign grad/IEN
