Ca has made this a requirement since early this year. Much has already been written. We have seen members write that they have had no choice but take NLE where others have written they have been given eligibility without taking NLE but haven't returned to say whether they actually received a license for Ca .

Moving this to the International forum

As a green card holder, you are not exempt from the requirement of the NLE. You still hold a passport from the Philippines, so you will be required to submit a local license from the PRC to the BRN before they will permit you to sit for the exam.

As Anna has mentioned, much has already been written on this topic here and has been well know since January when it went into effect.
