I'd stay where you are and let them pay for your BSN. If you pick a program that has a clinical component, try to arrange for something that relates to neo-natal. While "paying back" the time to your employer after finishing the BSN chase after any and all certifications you can to make your resume as competitive as possible...
I suggest you apply for NICU(s) and see if you get any offers. If you do, then you can decide based on actual circumstances.
I'm under the impression that moving further south to a smaller city might increase your chances, but nothing is certain, of course. You might also consider applying to mother and baby, which could allow for some networking opportunities.

I was hoping to get some advice. I have been an LVN for 11 years and just finished my ADN program and will be taking boards end of November or December. I live in the Dallas Fort Worth Area where a majority of the hospitals are magnet and want RN-BSN. I currently work for a large network of hospitals and offices that offer tuition reimbursement as long as you agree to work 1 year after they pay you. I am wanting to get in the NICU somewhere but can't at my current company being an ADN. I'm facing the dilemma of staying with my current company and working in a UCC or specialist office but getting reimbursed or hopefully finding a level 2 or 3 NICU that will take a new ADN and start working my way up to a level 4 once I go back for my BSN.
