I just recently applied for my RN license in IL. I don't know the answer to your question but here is some information so you can figure out what to do.
Below is the link to the application for Licensure in IL. There is a section about RNs trained abroad.

The number for the IL Nursing board is 217-524-6731. I was on hold for quite a long time but it was worth it. The application is pretty confusing so don't hestiate to call.

The IL BON site linked above includes the following statement:
- NOTE -
Proof of licensure in your
country of
education shall be
required as a part of the
credentialing process.
The same statement appears in both the section on applying for licensure by examination (for applicants educated outside the US) and applying for licensure by endorsement (for applicants educated outside the US), so it looks like "home" licensure is a requirement and you can't get around that by applying in another state and then endorsing into IL.
If you're planning on living and working in IL, I guess you should plan on taking the NLE.

hello to everyone.
I am a filipino citizen and going to graduate this coming march 17,2011. I am moving to chicago in freeport illinois right after graduation. But i am going there with a fiance visa.... I have no plans working in my country because i am seeking a better opportunity in US. I was planning to take an NCLEX exam in illinois but how can i find out if i am eligible to take the exam? Is it okei to take an exam eventhough you have not taken the local board exam in the philippines? My plan is to get married there first and then apply for the adjustment of status a soon as possible. And wait for the greencard and take the NCLEX exam right away, but what if your only a greencard holder? would they allow you to take the exams?
I would greatly appreciate any advice and information ..
