You are applying to be a RN in the US of which NCLEX is a part of that process, you are not applying for NCLEX
The application form is set out as 5 steps and easy to follow
you need
CES from CGFNS (full course by course) http://www.cgfns.org
Passing score in TOEFL and the results must be sent to CGFNS
Completed application form
Criminal history background check
then a pass on the NCLEX
you also need to submit fees, photo and certification and authorization form
You also need to be aware of retrogression, plenty of threads in this forum discussion issues current to the US
You do not need to write the CGFNS exam for NJ. But if it were a requirement, it would need to be completed before one would get permission to write the NCLEX-RN exam.

I have listed requirements from NJ and also CGFNS website which is where you will get CES done. Results from English exam has to go direct from the board, they will not accept results if you send them. They only state TOEFL on their website so if you want to know re other type you will have to contact the BON.

im a fresh graduate from philippines and just recently tool NLE. im planning to take NCLEX for nj, my question is, how do i start? someone told me that nj requires that english exams should be done first before giving the eligibility to test, because BON nj will ask for the score of english exam. then there is this cgfns, whats that for? should i also pass cgnfs before examining for nclex?
i downloaded the application form of nclex in nj, the instructions were like riddles to me! can somebody please explain to me what should i do...
