Need assistance on how to properly respond to possible consular inquiry

My friend who has been to Saipan (U.S. Territory) and is planning on visiting the United States for a convention is wondering how to properly answer the question "Have you ever been to the U.S.?".

Is a visitors entry permit considered a visa?

What visa did she need for entering Saipan ? Did she get the visa from the US Embassy? Was it the same visa that one would use to enter the US or a different visa ? Did the visa only say Saipan ?

No visa was used nor needed for Saipan...Northern Marianas snail mailed a Visitor's Entry Permit so she can go to Saipan, the permit is strictly to be used in the said island only...my friend is applying for a tourist visa so that she can attend a convention in the US... she got confused to a query re: have you been to US territory&what visa did you use...thanks so much :wink2:
