NCLEX and CGFNS application and endorsement, help newbie.

Hi everyone, this is my first thread here and I have a few questions and hoping you guys can enlighten me.. :(

To start, I'm a foreign educated nurse (Philippines), just freshly graduated last March 2015, I got my Philippine License after passing the local licensure examination last April 2015 and I'm currently reviewing for my NCLEX and having questions about the registration. I did a few research about the processing and the hurdle but still unsatisfied and want to directly ask from everyone here and experts on this matter who has had encountered this for clarifications and advise..

I was about to complete the requirements for the New York BON and was told by a friend also processing for NCLEX to choose Saipan for "faster processing and fewer requirements" which is somehow true from the majority articles I've read and from people I asked, and so I did mail all the requirements for Saipan BON (currently waiting for their processing and reply) hoping to save time and expenses and rely on License endorsement since New York is where I want to work to.. and now I'm slightly confused because I met another friend the other day also processing for NCLEX and told me NY BON is faster and less hassle. By the way, I am also US Citizen.

Question is:

1. Should I worry that there are only 24 compact states to this day and Saipan is not included according to the NCSBN website?

2. Is License endorsement possible, Saipan to - New York if ever I pass the NCLEX of Saipan since the NCLEX exam is standard to all states (compact or not) , OR will I have to take another NCLEX exam for New York ?

3. Usually how long does it take to process License endorsement and to start work?

4. What type of CGFNS am I qualified or required to take for New York? The Credential Evaluation Service /Credential Verification Service /Certification Program? and is there an examination and how long does it take to process?

5. Are there any more requirements needed aside from what I mention or that I needed to know?

You will be required to complete CVS to endorse. It will still take 6-9 months. You don't save time and money applying to Saipan you just add the costs of application, assessment & licensing for a territory that you have no interest in living & working in.

NY is not part of the NLC either. If you are not a legal resident of a compact state it does not matter. If you had a TX license and lived in Philippines you would not be eligible for a multi state compact license it would still be a single state license. NLC is meaningless for those who do not legally reside in a participating state.

NLC has nothing to do with NCLEX. The NCLEX step in the licensing process is one exam for all states

Regardless of endorsement or initial application with NY you must go through CVS when trained outside the U.S. Therefore you will not save time or money
