Hello all, thus far Utah DOPL has been extremely unhelpful with this topic. I am a BSN student set to graduate next month from a university in the state of Montana. I plan to move to Salt Like sometime this Summer.
Regarding licensure by endorsement in the state of Utah, if I am licensed in the state of Montana, but will have held the license for less than 1 year, am I still able to apply for licensure by endorsement? If not, what are my options for licensure in the state of Utah while holding a compact license less than 1 year?
Further, if it would just make way more sense to wait and apply for my initial licensure in the state of Utah, would I be able to receive my Authorization to Test from the state of Utah (if a resident) even though I graduated from a different program?
Thanks and apologies if there are clear answer here, but I am beginning to get extremely frustrated with the lack of support I am getting through this process.

If you know that you will be relocating to Utah after graduation it makes sense to apply for initial licensure by examination there after graduation rather than applying for licensure in Montana and then endorsing it to Utah.
As far as waiting to apply, why? As the NCLEX is a national standard examination you can attend school in one state, apply for licensure in another state, and actually write the NCLEX at any Pearson Vue testing center. When you start the application process someone at your school should be able to help you apply for licensure in Utah.
Best wishes.
