Professor Mehrabian combined the statistical results of the two studies and came up with the now famous—and famously misused—rule that communication is only 7 percent verbal and 93 percent non-verbal. The non-verbal component was made up of body language (55 percent) and tone of voice (38 percent)."
We don't have either body language or tone of voice, so intent is hard to judge. Had Emergent said her words with a smile it would come across as supportive, which is what I suspect was intended.
It's difficult to write on a forum and to be playfully cynical. Though I don't like emoticons, and ban animated ones from my computer, had a smiley been included the comment would likely have been perceived as playful.
