Is this true about LVN's in the area?

I read this article in the newspaper today. Is that true about the salary for LVNs? I really hope not or I am getting really underpaid at a job offer I just got. Are they just trying to recruit for this new nursing program and give new students false hopes of what the pay really is?

McAllen area hospitals are offering from 18.50 to 21.50 per hour for new grad RNs. I have attended three recruitment dinners given by the hospital systems for new grads within the last month or 2.
