Im a nurse from the philippines and I have a pending application with NY-ED. I've been trying to search for the site which can tell me if I need to have an SSN prior to the release of the license. My employer is asking me to take the NCLEX in Saipan but I worry that I may not be issued a license when I pass since I don't have an SSN. Due to the retrogression, my EB-3 application stopped after the Packet 3 and after NVC completed the administrative processing last December 21, 2004. Can somebody help me? I need to know if I should push thru with taking the exam in Saipan but I don't want it to be just a waste of time if I'm not going to be issued a license even if I pass the NCLEX.

NY will issue you a hard license without having a Social Security Number. That is why I recommend NY for initial licensure for all foreign nurses. It makes it quite easy to endorse to another state later on. I would also get your Englsih exams done now, if you already haven't, and apply for Visa Screen when you can. Right now the law with the regression is in effect, but it can change at any time, just as easy as it went into effect. I would just continue to proceed with everything that you were doing before and get everything done.

Thanks so much for the info suzanne4. Now I can rest easy and just concentrate on my NCLEX review. I already have my visascreen, all that is left is the NCLEX. I'll probably be taking it in Saipan late March or early April as per the immigration lawyer. :)
