Is this a scam?

Hi all was just wondering what are the requirements for guyanese to work as caregivers in canada.I'm asking because when i went there on vacation back in march there were these people supposidly from canada who were recruiting guyanese to work as bedside nurses or caregivers.They were told to complete a 6 month programme with three months practical and they be given the all clear.No qualifications required.They had to pay us$2600 and told they would be given visas and any other documentation they needed.Only one girl has gone so i've heard out of a two classes totaling about 60 people and that's because she has 6 prior qualifications.She was a teacher.They are now claiming the others need qualifications.Did they not know this before they made the people spend they hard earned money or is it just a scam?

My question is why would you pay for a Canadian eduation in US dollars?
