Hi! What state are you applying for? It really depends on the state's BON. Did you contact your state BON and discuss your concerns with them?
I applied for WA State, and they don't require a local license from the Philippines, but I passed our local board six years ago. I know Illinois will require a local license; I don't know about other states. Try to search the website of your prospective BON, and from there, you can contact them or check the requirements they need from an IEN.
Of course, are you planning to work or move to WA? Yes, I am; I'll give you the link to their BON's website. I have to warn you that once you submit your application, you have 30 days to comply with all the requirements; I didn't know that because it was not stated in their instructions, I just knew it after I submitted my application, but they were nice enough to consider it. So for that reason, you need to do your CGFNS evaluation and English proficiency exam ahead of time; once you have it then, you go ahead and submit the necessary documents that they need.

You're very welcome! I have to tell you as well that the first time I emailed the BON, I didn't get a quick response from them because I was in Japan at that time, but when I arrived in WA, I gave them a call right away, and they were prompt to answer my concerns about the application.

I am a nursing graduate of the Philippines. And I have a permanent address CARD in the US. And I'm not planning to take my local board. Can I ask if it's okay to apply or take my NCLEX exam? Without a License in the Phillipines. Please help me. I need some more info.
