Is it okay to apply to take my NCLEX exam without a license in Phillippines?

I am a nursing graduate of the Philippines. And I have a permanent address CARD in the US. And I'm not planning to take my local board. Can I ask if it's okay to apply or take my NCLEX exam? Without a License in the Phillipines. Please help me. I need some more info.

CGFNS offers different services. Only a small handful require a CGFNS exam. Most require CES, which is a breakdown of your nursing transcripts.

Can you please give an update on the process? I am in the same dilemma now. Are you able to find a state that doesn't require you to be licensed in your home country?
