So im a graduate nurse and was currently working as a medication aide at a home with 27 residents. Is it legal for the place to have only one peeson on staff passing meds AND care on the 11-7shift?

Is this a licensed nursing home ... or a personal care home / assisted living arrangement / group home?
Requirements including staffing ratios differ considerably from state to state. Not all types of group facilities are required to be licensed.
Its a assisted living

Assisted living homes usually require the residents to be able to do their most basic care on their own in order to qualify to be there vs. a nursing home. That being the case, I don't know that passing meds to 27 fairly healthy patients would be out of the question considering that I've heard nurses say they pass meds to 40-50 residents in a nursing home. Nursing home residents require a lot more care usually. I don't think either scenario would be easy or ideal...I wouldn't want to do it....but legal? Probably. Just my opinion.
I guess it was legal!. I left that place right after that incident...studied a little more and passed my lpn boards! I'm happy with my job now :)
