It's exactly what you just described. It is good in the group of states that agree to "share" licensing. If you go from one compact state to another you do not have to apply for a license in that second state. If, however, you move to a non-compact state, you have to get a license there.

For example my residence is in MO. I have an AR license (which is a compact state) but because I actually reside in a non compact state, my AR license is only valid in AR.

I Have a question I live in Ma which isn't a compact state I have a license here and also in N.H. which is a compact state so is my N.H. license only valid in N.H.

what is a interstate compact license? i have a friend from utah that has a RN interstate compact license, but can only work in certain states. thank you
