I passed CGFNS exam in Chicago in August, and have applied to take the NCLEX RN in Pennsylvania. I am a green card holder, so I am not in the visa program, just in the certification program. My question is, can I apply for temporary permit to practice in Pennsylvania until I pass NCLEX RN. Any advice would be greatly appreciated.

Most employers will not even look at your application without you first passing the NCLEX exam, and I would tell you the same thing even if you graduated from school in the US. They want to know that you will be able to work and not have to worry about that exam and the possibility of not passing.
Would focus on getting the NCLEX exam passed before even looking for a job. What you have in your favor is that you do not need to worry about the immigration process as you have the green card, but definitely get the exam passed.
The CGFNS exam really has no wait anymore as far as getting a job in a hospital, if that is where you wish to work.

It all depends on whether the state will give you a interim license, not all states will plus I think most hospitals would prefer pass in NCLEX
